WASHINGTON--Key House members late last week laid out core principles for Internet privacy legislation that could spark serious controversy next year because of provisions that would pre-empt state laws and prevent consumers from suing in state courts. While the approach--which relies on government enforcement and industry policing--is consistent with President Bush's philosophy, the administration is opposed to any legislation right now.
"We need as much as possible to rely on self regulatory organizations," said Rep. Cliff Stearns (RFla.), chairman of the House commerce, trade and consumer protection subcommittee.
