The Cellular Telecommunications & Internet Association criticized an FBI proposal to reimburse wireless carriers for wiretap upgrades. Meanwhile, it was revealed that the Bush administration is seeking permission to expand wiretap powers by relaxing the legal standard for eavesdropping under the Foreign Intelligence Surveillance Act.
