WASHINGTON -- The Bush administration late last week said the Federal Communications Commission should re-examine private-wireless spectrum needs of the energy, water and railroad sectors, signaling a possible policy shift that took on added meaning following new disclosures that Osama bin Laden and Al Qaeda terrorists may be targeting nuclear plants, water utilities and other critical infrastructure.
