WASHINGTON -- The Bush administration late last week said the Federal Communications Commission should re-examine private-wireless spectrum needs of the energy, water and railroad sectors, signaling a possible policy shift that took on added meaning following new disclosures that Osama bin Laden and Al Qaeda terrorists may be targeting nuclear plants, water utilities and other critical infrastructure.
"NTIA believes the significance of these industries and urgency of these issues may have changed as a result of the Sept. 11 events," said the National Telecommunications and Information Administration in a report released on Friday.
