WASHINGTON--The Bush administration shortly is expected to announce changes to how citizens and local governments are warned of terrorist threats, an action in the aftermath of Sept. 11 that eventually could lead to an overhaul

of the emergency alert system in a way that increases government involvement in the operation of wireless systems and other high-tech networks throughout the country.

"We will have an announcement soon," said a spokeswoman in the White House office of Homeland Security on Friday.

The new system, according to sources, would use a color scheme to characterize the seriousness of terrorist alerts and geographically be as specific as possible. The Bush administration has come under fire because the three warnings...
