WASHINGTON--While the Federal Communications Commission turns its attention to enforcing the wireless enhanced 911-buildout schedule, some states are doing more to foster the buildout by encouraging deployment and educating their residents about the differences between wireline and wireless E91 1, and some states are discouraging deployment by raiding the funds collected for that purpose.

"You are seeing the haves and have-nots of state leadership," said Joe Hanna, a public-safety advocate.
