WASHINGTON--Mobile-phone firms and others this week plan to challenge the Federal Communications Commission's first-ever approval of an ultra-wideband communications product developed by Time Domain Corp., claiming agency staff allowed the high-tech firm to exploit a loophole in government rules.

It is unclear which mobile-phone firms will be part of the coalition making the FCC filing later this week, a move likely to further fuel a controversy that has attracted attention on Capitol Hill and cause more friction between licensed and unlicensed wireless sectors.
