Byline: JEFFREY SILVA An industry-backed House bill that would create a trust fund to compensate the Pentagon for surrendering frequencies earmarked for third-generation wireless systems ran into trouble on Capitol Hill last week. The bill appears to lack firm backing of the Bush administration, a setback for mobile-phone carriers further complicated by the overarching backdrop of a war showcasing spectrum-dependent military technologies.
