With nearly 140 million mobile phones in use and a growing threat to landline telephone utilities, the cellular industry could be forced to shoulder greater responsibility to ensure that millions of disabled people have access to a wireless technology that has become a mainstay in American society.

The Federal Communications Commission appears poised to soon make one of its biggest disability decisions in years. According to sources, the Republican-led FCC is seriously considering how a mandate requiring hearing-aid compatibility for digital mobile phones can be implemented.
