Byline: JEFFREY SILVA Policy-making jurisdiction could prove more controversial than policy itself in any spectrum reform plan the Bush administration or Congress decides to pursue in coming months. While the administration and Congress continued to solicit views on spectrum management, there is a strong undercurrent of interest being expressed about how the oversight of frequencies used by the private sector and the federal government might change.
