Byline: HEATHER FORSGREN WEAVER A federal appeals court ruled a lower court needs to review a decision by the City of San Francisco to deny a MetroPCS tower application. Meanwhile, the wireless industry urged the Federal Communications Commission not to impose any new tower-siting rules in an attempt to solve the problem of birds flying into towers and dying.
