Response to Television Broadcasts Ltd's joint venture with global satellite operator, Intelsat, has been luke warm, with warnings that the Hong Kong-based direct to-home satellite venture is fraught with risks. Intelsat has taken 51-percent majority stake in TVB's Galaxy Satellite Broadcasting Limited.

The new partners plan to launch a pay-TV platform in Hong Kong within 12 months. TVB and Intelsat value the deal at over US$136 million for the first three years. Of this, US$78.2 million will be in cash (Intelsat: US$53 million, TVB: US$25.2 million), and US$16.5 million will be in transponder capacity provided by Intelsat.
