LOYALTY is at a premium in a court rocked by the revelations of former courtiers. So it was seemly that President Ronald Reagan should this week reward his most faithful knight, Vice-President George Bush, by formally anointing him his chosen heir. Yet even the staunch Mr Bush may be questioning whether the quality of his loyalty to the Reagan administration should not now be strained.
