MR GEORGE BUSH claims to be an environmentalist, offering as evidence his joy in spending time outdoors shooting birds (which, he insisted over Christmas, "are not animals"). On the other hand he made his fortune drilling for oil and has many oil-industry friends. The energy industry is eager for access to the very public lands the environmental lobby is most eager to protect.
