Meaning to kill people is wrong

MUD is still being liberally splattered around Washington in the wake of the failed Panamanian coup. The one semi-agreement that is beginning to emerge from the recrimination and finger-pointing is that the executive order barring government employees or their agents from assassinating people should be marginally relaxed--the favoured term is "clarified". Americans will still not be allowed to go around knocking off people that their government does not care for. But the wording, or the interpretation, of the order may be adjusted so that Americans are no longer prohibited from nudging along a course of action that might "unintentionally" result in the death of a disliked leader.
