NIMBY (not in my back yard) describes the attitude of people who want change, provided that it does not affect their own neighbourhoods. Congress has developed an advanced version: CHENEY (Congressmen Hate Every Needed EconomY). They have long known that the Defence Department runs too many military bases, but they oppose closing any of them because some member's district will suffer and, well, we all have to stick together, don't we?
This turbocharged NIMBYism appeared with a vengeance on April 12th when Mr Dick Cheney, the defence secretary, unveiled a proposal to wind up 31 big bases in the United States, plus a dozen smaller ones.
