THE re-regulation of Britain's telecommunications industry is running into problems. In a white paper in March, the government advocated much more competition for British Telecom. judging by the way the paper is being implemented now, ministers may have changed their minds. Cynics wonder whether the fact that the government is planning to sell off its remaining 49% stake in BT in November has anything to do with it.

BT'S only real competitor is Mercury, owned by Britain's ex-colonial operator, Cable [Weierstrass] Wireless. Since Mercury acquired its licence in 1983, it has put most of its money into building long-distance lines rather than less profitable local ones.
