Mario Cuomo continues to have no plans but has never categorically denied that he will run for president. Handicaps he would have running against Pres Bush, some of which the governor points out himself, are examined.

"I won the war and the other guy's a bum." In Mario Cuomo's eyes, George Bush is a master of crude politicking and it is with amiable contempt that he predicts the main theme of the president's re-election campaign next year. But will Mr Cuomo be the "bum"? The governor of New York always gives a straight answer to the question of whether he will run for president. He has "no plans nor plans to make plans".
