The Assn of Petrochemical Producers in Europe proposed a plan to cut ethylene capacity across the European Community, charging producers a levy which would be used to finance restructuring. The European Commission questioned whether restructuring was really necessary.

A CONTROVERSIAL restructuring plan, overcapacity, a crisis cartel, plant closures: it must sometimes be hard for Karel Van Miert to remember if he is dealing with Europe's steel industry or its chemical business. The woes of the latter are centred on the petrochemical industry, where supplies of ethylene--plastic's most important building block--outstrip demand by over 10%.
