Local computer companies and Stanford University are loading as much local information on Palo Alto as possible on to the Internet. Promoters of the project hope to expand it by providing virtual links between Palo Alto, Berkeley, and cities that are more remote.
LIKE a township threatened by the rising waters behind a dam, the city of Palo Alto, California, is on the move. Yet it is not moving away from a threat; it is moving towards a promise. And it is not leaving its current (admittedly earthquake-prone) location. After it has moved, it will still stand in the same place. But it will exist in a computer network, too. This suburb between San Francisco and Silicon Valley is moving into cyberspace.
