The National People's Congress resisted one of the candidates proposed by China's leaders to fill the slot of vice prime minister. Jiang Chungyun's narrow margin of victory was seen as a repudiation of General Secretary of the Communist Party and president Jiang Zemin who sponsored the candidates.

IN THE past, China's parliament, the National People's Congress, has mostly been a piece of political theatre. For two weeks a year, the NPC's nearly 3,000 delegates compliantly agreed to policies that had already been considered by much smaller groups in less public settings. But at this year's parliament, which ended on March 18th, the stagecraft failed. Contentious legislators strayed from the script on several occasions, embarrassing the directors.
