FRANCE'S energy industry is an inspiring example of central planning. Or so the French government would like everyone to believe. On May 15th the French industry ministry was due to hold a press conference to launch a report by the International Energy Agency (IEA) on France's energy policies. Yet the press conference--and the report's publication--were mysteriously cancelled.

According to insiders, the report touched a raw nerve in the ministry. In a burst of anger, a senior member of the government apparently threatened that France would leave the IEA. The threat did not materialise. But the IEA-- based in Paris, and financed by several countries, including France--knew when to back off. The report is now due to be published late in June or July.
