NO CHURCH has burnt there yet, but the fires of racial politics also rage in Washington, DC. This week Mayor Marion Barry, who is black, railed against the "pharaohs" appointed by the predominantly white Congress to force his budget into balance; Mr Barry apparently sees himself as Moses, leading a still-enslaved people to a promised land. Only a week earlier, the mayor had likened the Congress-appointed control board to the Nazis, although he later explained that he had been referring to an earlier German dictator (Bismarck? Barbarossa?). Meanwhile the Reverend Willie Wilson, a friend of Mr Barry's, calls the three white congressmen most active in overseeing the city "Ku, Klux and Klan".
