For the past 16 months Kiichi Miyazawa, a former prime minister of Japan, and his team of 340 officials have been lobbying strenuously to secure for Japan the World Cup soccer tournament in 2002, the first to be held in Asia. But with only six of the 21 votes of FIFA, the Zurich-based controlling body, in the bag, Mr Miyazawa has had to accept a compromise deal. Only half the matches will be held in Japan; the other half will be played in South Korea.

Soccer officials around the world have been appalled by the rivalry of these two countries in their costly campaigns to secure the tournament. The Koreans have never forgotten the brutality of the Japanese when they occupied the peninsula from 1910 to 1945.
