FAITH-BASED INITIATIVES ARE BACK--with new legislation, a new White House director, and a curious link to the war on terrorism. What's still unclear is whether they will foster genuine biblical justice for poor folks.

A cornerstone of George W. Bush's "compassionate conservatism," the faith-based initiatives almost withered away last year. An ambitious bill was stalled in Congress, due to concerns over church-state separation and potential discrimination in hiring. Also, Bush's appointee to head the White House office on faith-based initiatives, John DiIulio, resigned just seven months into his term. He had angered religious conservatives because of his "consensus-building approach" with Democrats.
