Fox's fX got its second clarification from the FCC. The commission will allow cable operators who launch the new channel to notify subscribers through television and newspaper announcements. The waiver allows operators to avoid a costly mailing giving subscribers 30 days' notice of the channel change.

The letter adds, "We limit this waiver, however, to those operators who are unable through reasonable efforts to provide the required notice as part of their regularly scheduled subscriber mailings."
