The three pioneer preference companies last week were granted their personal communications services licenses. Cox Communications, Omnipoint and American Personal Communications received the licenses with the understanding that they will pay hundreds of millions of dollars for them. The FCC originally promised the licenses for free, but members of Congress and commercial rivals complained about preferential treatment.
