The Clinton administration and FCC Chairman Reed Hundt are at odds when it comes to foreign ownership restrictions on broadcast properties. The administration announced last week that it opposes relaxation of foreign ownership rules for the broadcasting industry. Assistant Commerce Secretary Larry Irving cited national security reasons for the administration's opposition to increased foreign ownership of broadcast properties.

(Current rules restrict foreign companies from owning more than 25% of a broadcast property.) But FCC Chairman Reed Hundt testified that his agency already addresses the administration's concerns by insuring that every broadcast licensee operates in the public interest.
