President Clinton's public endorsement of the V-chip last week gave the proposed electronic blocking device the kind of political momentum that might prove irresistible. "I would say when that telecommunications bill is ultimately sent to the President's desk, put the V-chip in it and empower the parents...to be responsible with media," said the President at a Nashville family values conference.

The measure easily passed the Senate in June, and House supporters are predicting a similar 3-1 margin of victory when it comes to a vote on the House floor. That vote could come later this month, when the V-chip is expected to be offered as an amendment to the omnibus telecommunications-reform legislation.
