Major differences exist as to what constitutes 'educational' programing Quotas or no quotas, broadcasters, children's TV advocates and regulators are still at odds over what qualifies as a children's educational TV show. NBC this month said that NBA Inside Stuff is one, while FCC Chairman Reed Hundt called the show an example of frivolous broadcaster claims.

Broadcasters also have pointed to research showing an increase in educational TV fare, while children's TV advocates have cited their own research showing Mighty Morphin Power Rangers and Yogi Bear among the claimed educational programs.
