Tele-Communications Inc. has a contingency plan if the FCC denies its proposal to beam its PrimeStar Partners DBS service from a Telecast Canada satellite starting this fall. The FCC is expected to deny or defer the request, perhaps as early as this week, following a letter from the Clinton administration recommending that it withhold approval.

If the plan is turned down, TCI may instead launch a limited-frequency DBS service on its 119 degree orbital slot here in the U.S., says Robert Thomson, senior vice president of communications. "If we get too far into August and the FCC has not acted favorably, that will necessitate [our] taking action," he says.
