Cable companies could see some FCC action before the holidays on their requests for regulatory relief. The commission last Monday granted a Time Warner petition to deregulate the rates of its cable system in Columbus, Ohio. And FCC sources say the commission's Cable Services Bureau plans to issue more rulings this month on pending petitions for deregulation.

Most of those petitions are from cable companies that cite Bell-affiliated wireless cable systems as competitors. The 1996 Telecommunications Act states that cable companies which face "effective competition" cannot be subject to rate regulation. The law says competition exists if a local phone company or its affiliates offer video programing to subscribers in the same franchise area by any means...
