Still unhappy with Sinclair Broadcast Group Inc.'s explanation for why it should own two TV stations in Indianapolis and have ties to a third, the FCC has called for an evidentiary healing. Despite chances for Sinclair to respond to an FCC query, "the [ownership] applications still appear inconsistent with the commission's cross-interest policy," a May 7 letter says
