But payments for digital channels could emerge in conference WASHINGTON Broadcasters artfully dodged spectrum fees last week as the House and Senate passed budget bills without them. But the fees could reemerge in the House-Senate conference to reconcile differences in the two budget bills, the National Association of Broadcasters warns.

The conference is expected to get under way shortly after the Fourth of July recess. "We will not become less vigilant in any way," says NAB chief lobbyist Jim May.
