The FCC has launched the first of several rulemakings necessary to implement a new law allowing satellite providers to offer local broadcast signals. The agency is seeking public input on whether rules for retransmission consent agreements between local stations and broadcasters should be identical to requirements already in place for cable systems or whether differences between the cable and satellite industries warrant separate rules. Comments on the topic are due Feb. 1; replies Feb. 20. The agency also wants advice considering what Congress meant when it said broadcasters must negotiate satellite retransmission consent agreements in "good faith."
