Regulators also requested comments on plans to impose the cable industry's sports blackout rule, which prevents any TV outlet in a market from airing a local game if the local holder of exclusive broadcast distribution rights is barred from airing the game as well. Comments are due Feb. 7; replies Feb. 28.
