Arrow Entertainment and The Carol Publishing Group have agreed to merge and form an "integrated entertainment company," according to Arrow chairman Dennis Friedland and Carol chairman Steve Schragis. Each will serve as co-chairman of the new company, to be called Citadel Communications. Current Carol chief Bruce Bender will become president of the new company, to debut July 26.

According to Schragis, Carol Publishing, a New York book distributor with estimated annual revenues of $20 million, has long sought to break into the video retailing market on the strength of the company's Citadel Press imprint of film and TV books.
