The Bush administration has sent legislation to Congress that would implement the president's Clear Skies initiative for greenhouse gas emissions from electric power plants.

Sen. Bob Smith, R-N.H., and Reps. Billy Tauzin, R-La., and Joe L. Barton, R-Texas, introduced the legislation in their respective houses during the final days of July, five months after Bush unveiled the plan.

The White House says its plan would reduce emissions of sulfur dioxide, nitrogen oxides and mercury from power plants by 70 percent. Backers say the initiative would eliminate 35 million more tons of these pollutants in the next decade than the current Clean Air Act, but many environmentalists and congressional opponents dismiss those projections.
