California legislation to increase the state's use of renewable energy could establish it as the nation's leader, but the details may be a bit sketchy.
Gov. Gray Davis signed Senate Bill 1078, establishing the California Renewables Portfolio Standard. The bill, signed Sept. 12, requires retail sellers of electricity, including investor-owned utilities and direct access providers, to increase their use of renewable energy by at least 1 percent per year. By 2017, 20 percent of their retail sales must come from renewable energy, making it one of the strongest renewable energy laws in the nation.
