Nine states have filed a lawsuit challenging the Bush administration's changes to the Clean Air Act's New Source Review rules, and they expect more to join.

The U.S. Environmental Protection Agency published the finalized regulatory changes in the Federal Register on Dec. 31. Attorneys general from nine states - Connecticut, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont - immediately countered by filing a lawsuit against the federal government in the U.S. Circuit Court of Appeals for the District of Columbia.
