EPA made polluters pay $4 billion in '02 Washington - The U.S. Environmental Protection Agency forced polluters to pay almost $4 billion last year to clean up polluted sites and to prevent further contamination. The amount polluters paid to settle these cases declined slightly from $4.4 billion the previous year, but the two-year total set a record, according to the agency.

However, Democrats on the House Energy and Commerce Committee pointed to other figures from the EPA that they said show the agency is pursuing weaker enforcement of environmental laws. John D. Dingell, D-Mich., the ranking Democrat on the committee, wrote a letter to EPA Administrator Christie Whitman criticizing the agency for not seeking more court-ordered penalties....
