Byline: Bruce Geiselman President Bush has stepped up efforts to convince Congress to pass his legislative proposal for reducing emissions of sulfur dioxide, nitrogen oxides and mercury from coal-burning electric power plants. Bush spoke at the White House Sept. 16 before labor and business leaders, senators and representatives, local government officials and representatives of at least one environmental group, urging Congress to enact his Clear Skies legislation, which he said would reduce emissions of three key pollutants by about 70 percent.
