Byline: Jim Johnson America's farms can avoid lawsuits for past Clean Air Act violations caused by animal wastes under a new consent agreement with the federal government. Operators of the farms, often called either Confined Animal Feeding Operations or just Animal Feeding Operations, still are subject to civil penalties ranging from $200 to $10,000, depending on the size of their farms, for past violations.

And they must pay up to $2,500 to help fund a two-year study of farm emissions. But they will not be sued for past problems if they follow the rules from now on.
