Byline: Bruce Geiselman The Great Lakes Initiative, a collaborative effort between the federal government and eight Great Lakes states, has limited potential to improve water quality. That's according to a new report released by the U.S. Government Accountability Office, an investigative arm of Congress.

The decade-old initiative focuses on regulated point sources of pollution while largely ignoring agricultural runoff, air deposition and other nonpoint sources. In addition, states have flexible implementation procedures, allowing them to grant variances to facilities, which further reduces the program's effectiveness, according to the GAO.
