Byline: Jim Johnson Waste Management Inc. is buying out its recycling partners and doing away with the Recycle America Alliance concept. The move restores full ownership of the company's recycling assets to Waste Management less than three years after the alliance was created. Houston-based Waste Management purchased the approximately 10 percent of the alliance it already didn't own from principals of the Peltz Group of Milwaukee and Fairfax Recycling Inc.
