Byline: Elizabeth McGowan Deep in the U.S. Senate version of the annual bill funding the Department of Energy is a proposal to eliminate all six field offices that link homeowners, nonprofits and governments with information about energy efficiency and renewable energy. But opponents are questioning the practicality of such a measure in a post-Katrina world in which conservation is becoming a buzzword and where sharp increases in heating fuel prices are predicted this winter.
