Byline: Bruce Geiselman An independent scientific panel that provides advice to the federal government has endorsed California's role in pioneering new automobile emissions standards that are more stringent than the federal government's. The National Academies' National Research Council, which operates under a congressional charter, conducted the report for the U.S.
Environmental Protection Agency. Environmentalists and local and state clean air officials welcomed the report.
