Byline: Bruce Geiselman An independent panel of scientists has expressed mixed opinions about the Bush administration's approach toward addressing air pollution from power plants and other industrial sources. The scientists questioned whether proposed reforms to the New Source Review program might result in higher emissions than under the existing NSR program, but they also indicated that a cap-and-trade program favored by the Bush administration could be a more cost-effective means of reducing harmful emissions.
The National Research Council, an arm of the National Academies, concluded that the Environmental Protection Agency has inadequate information to determine how the Bush administration's proposed changes to the New Source Review program...
