Byline: Joe Truini California's groundbreaking greenhouse gas regulation caused a big splash in 2006, but the ripples may only reach so far. States have began taking the initiative in climate change regulations in the absence of federal action. But the only certainty regarding new carbon dioxide rules for power plants seems to be that many in the industry are puzzled by the timing of carbon constraints or are unwilling to go out on a limb and prognosticate when new federal, or even state, rules might be adopted.

California also will join seven Northeastern states in their Regional Greenhouse Gas Initiative, which calls for reducing greenhouse gas emissions from power plants by 10 percent by 2019 and includes a mandatory carbon dioxide...
