Threats from the White House that the president may veto the Water Quality Financing Act of 2007 are hard to understand. The nation's underground water infrastructure is crumbling to the point where government agencies and other groups say it will take at least $300 billion, if not $500 billion, in the next 20 years to fix aging sewer and rainwater systems.

The measure that the House of Representatives passed March 9 represents a promising start - $14 billion over four years in low-interest loans for communities. What's more, 303 members of Congress signed on, providing strong bipartisan support. Detractors call the bill financially irresponsible.
