RURAL ROADS IN Africa may be the only connection for villages to markets, medical facilities or schooling, but the traffic levels are often low, and their capacity to generate any revenue is minimal. As a result they do not come high on a country's priorities. On the rare occasions when funding becomes available, the temptation is to create a limited amount of fully-engineered road which may benefit one village but leaves others no better off than before.
